Experience in fisheries projects

The professionals of Lumen Perú have proven experience and recognized standing in the capture and processing of food products of marine origin, in the artisanal subsector as well as the industrial one, fit for direct human consumption.

Since its creation, Lumen NGO has been involved and committed in research, design, development, implementation, and operation of various fisheries projects to support vessel owners and artisanal fishers.

Period 2024–2026

The PMO remains dedicated to updating the technical and economic pre-feasibility study of the multipurpose project of Lumen Perú, whose principal objective is the “Optimization of the use of the Peruvian anchoveta as raw material in the production of canned products with international food-quality certification.”

The project proposes a disruptive systemic change in the artisanal anchoveta fishery subsector in Peru. Positive changes will be generated that are described in detail in the Flagship Project section of this website.

Period 2022–2023

Lumen Perú was a finalist in the World Bank’s “World Competition on Solutions to Overfishing.”

The project “Protecting the Peruvian Anchoveta” proposed eliminating the bycatch of baby anchoveta and juvenile anchoveta, reducing overfishing, and contributing to the sustainability of the species. These changes are possible through the use of the “Selective Anchoveta Fishing Net” designed by Lumen Perú. The project also introduces the “pair-fishing method” to eradicate poor handling of the catch on board. In addition, the “pair-fishing method” will improve the logistics of loading and transporting the catch, through the inclusion of the “Slush Ice Box Method” (cold chain on board), optimizing the quality of the freshly caught fish. These innovations will make the anchoveta the raw material most in demand for the production of canned products of certified food quality.

The project will optimize the use of the anchoveta and will be the basis of a food pyramid that will exceed the quality expectations of the MSC (Marine Stewardship Council), of the HACCP Alliance, of the regulations of the FSMA (Food Safety Modernization Act), and of the rules of the US FDA (Food and Drug Administration).

The most relevant positive change of the project will be seen in the improvement of the governance of the anchoveta fishery. The selective fishing net contributes to the true sustainability of the anchoveta, as an effective solution for the United Nations Sustainable Development Goals (SDGs) for 2030.

Period 2022

Finalists in the “World Knowledge Competition: Solutions to Overfishing.” A World Bank call in the year 2022.

Project: “Protecting the Peruvian Anchoveta.” A model to secure the sustainability of the anchoveta through the use of a purse seine for selective fishing of the species. The business model also secures the quality of the fresh resource, with the introduction in the country of the pair-fishing method. The objective of the model leads to the rational use of the anchoveta as high-quality food raw material.

Stage under way: Preparation of the technical and economic feasibility study at execution level. Once the study is concluded, and thanks to the high profitability of the business model, we expect to obtain in a short time financing from an external source for implementation.

Finalists in the World Competition for Sustainable Fisheries Projects called by the entity Fish 2.0, Manta Consulting of San Francisco, California, USA.

Anchoveta

Project: “Teach Me to Fish.” “Enséñame a pescar.” Technological and economic strengthening of vessel owners of small artisanal fishing boats. Facilitating access to the improvement of the efficiency and effectiveness of the fishing gear and tackle (artes y aparejos) used for fishing high-value bottom species.

Stages carried out: Design, formulation, and technical and economic feasibility assessment of the project. It was presented and exhibited at Stanford University, Palo Alto, California, USA.

Financing: Donation from the private company Logisticals S.A.C. Previously: P.C. Performance S.A.C.

Beneficiaries: Vessel owners of artisanal fishing vessels of Caleta Cruz, Contralmirante Villar, Tumbes Region.

Period 2007–2015

Responsible for the operations of TECNIPESCA.

Artisanal vessel of the TECNIPESCA project

Project: Operation of artisanal vessels dedicated to sardine fishing. Freezing and packing in blocks to serve as bait in the fishing of tunas and mahi-mahi for human consumption.

Stages carried out: Profile design, formulation, implementation, and operation of vessels and of the catch-freezing plant.

Financing: Pesquera Fresh Fish S. A., buyer of the product.

Beneficiaries: Artisanal fishers of Caleta de Santa Rosa, province of Pimentel, Lambayeque Region.

Period 2005

Finalists in the World Bank’s Development Marketplace world project competition, Washington, D.C., USA.

Seaweed gathered for food use

Project: “Harvesting for the Future.” “Harvesting for Future.” An alternative source of work for artisanal handline fishers (pinteros) and beach shellfish gatherers. Gathering, selection, drying, packing, and sale of seaweed for food, industrial, and commercial use.

Stages carried out: Design, formulation, and technical and economic feasibility assessment. The project was presented and exhibited at the World Bank’s headquarters in Washington, D.C., USA.

Financing: The Nature Conservancy and resources of Lumen NGO.

Beneficiaries: Handline fishers (pinteros) and “Rascaplaya” beach shellfish gatherers of the province of Huarmey, Ancash.

Period 2002–2004

Winners of the national competition USAID Fund of the Americas 2002. Artisanal fisheries projects.

Project: “Sustainable management of hydrobiological species of coastal fishing for direct human consumption, with application of good practices of capture, cold chain, and sale, under HACCP criteria.”

Stages carried out: Design, formulation, assessment, implementation, training, drilling, and launch.

Financing: USAID – FONDAM. Fund of the Americas.

Beneficiaries: José Olaya Association of Artisanal Fishers of Huarmey, province of Huarmey, Ancash, Peru.
